Actor Gul Panag, the second speaker, brought up the topic of severity of punishment that is given out to those who commit heinous crimes. She said punishment should deter crime.
Panag also mentioned some crime statistics to emphasise the point that juvenile crime is a problem in the country. She said that in 2001 only 399 juvenile crimes were committed while in 2010, the number increased to 858, proving that the severity of punishment at present is not enough to deter juvenile crime.
